What is the CLP?

Based on the following, we, the APA-AHA, will have to establish our raison d’être, our advisory mission and how we will collaborate with the CLP.

Last Saturday morning, the ABC of Urbanism workshop given by counselor Ms. Bureau at the Ernest- Lation Center demonstrated that unity is strength. So let’s unite the entities to work together with our district, city, community, architects and developers to develop a critical path for Old Aylmer projects.

Let’s start by reading, absorbing and understanding the cultural statement and not react to the CLP’s mission, raison d’être and functioning.

The province defines the Local Heritage Council (CLP) as follows;

Local heritage council (Conseil local du patrimoine)

Each local heritage council has the function of giving its opinion to the municipal council to which it is attached on questions relating to the protection and enhancement of the cultural heritage by the municipality.

This council must also, among other things, receive any person interested in being heard on the municipality’s identification and citation projects.

Constitution of the local heritage council

A municipality may determine that the functions of the local heritage council are exercised by:

• The town planning advisory committee it has set up under the Planning and Town Planning Act
• Or by the local heritage council which it has established under the Cultural Heritage Act.
• The local heritage council is made up of at least three members, who are appointed by the municipal council. One of these persons must be chosen from among the members of the municipal council.

These simple composition rules give municipalities a great deal of leeway in choosing qualified members to analyze files relating to cultural heritage.

Opinion of the local heritage council

The municipal council must take the opinion of the local heritage council before, inter alia:

• Adopt or repeal a citation or identification rule
• Adopt a resolution to request the designation of a cultural heritage landscape
• Establish or update a conservation plan for a cited heritage property
• To issue or refuse an authorization for certain interventions on cited heritage properties
• To set conditions in addition to municipal regulations for certain interventions relating to the heritage properties mentioned
• Grant any form of financial or technical assistance for the knowledge, protection, transmission or enhancement of an element of cultural heritage having status under the Cultural Heritage Act.
